Department of Education Secretary Sonny Angara partnered with Land Registration Authority (LRA) Administrator Gerardo Panga Sirios to secure students’ futures by expedited construction of school buildings on Dec. 19.

“This event will help not only the Department of Education in securing the future of our youth because with these assets, this is where schools will be located, and with the schools, we can provide quality education to our youth,” Sirios said.

Angara and Sirios signed a Memorandum of Agreement (MOA) to safeguard land titles, with the goal of converting manually issued titles into electronic titles.

These untitled properties were a hindrance in building infrastructures under DepEd and mentioned as a ‘bureaucratic delay’ by Angara.

The department targets to eliminate the delays in constructing infrastructures by legally secured properties with LRA for the school buildings.

According to the DepEd secretary, “Nakikita natin that the lack of title signifies lack of security or [lack of] a secured future because dito nade-delay ang pag-construct ng panibagong classrooms.”

Sen. Angara highlighted that the title of a school building served as multipurpose infrastructure for the whole community, not only for a learning area of students.

“Ang lupa o titulo ng isang eskwelahan, ‘yan ang puso ng komunidad,” He emphasized that these buildings provided a place for the citizens in the community and for meetings of barangay councils.

Angara said in the statement that the department’s objective is to accelerate construction of more infrastructures by partnerships with private sectors such as the Department of Public Works and Highways (DPWH).
