During the ceremony on July 14 at Malacañang, Garin said that she will continue to put forward the reforms that former DOE chief Raphael Lotilla led during his term.

“These include the acceleration of renewable energy development, the expansion of electrification efforts, the enhancement of energy resiliency, and the continued strengthening of our investment climate,” she said.

Garin said that the initiatives of the department not only aim to attain their long-term goals, but also the “broader aspirations” for an inclusive and sustainable national development.

“As we move ahead, the Department shall continue to promote collaboration, uphold transparency, and pursue innovative and responsive energy solutions to ensure that every Filipino benefits from a reliable, secure, and sustainable energy future,” she added.

Garin also underscored that DOE has been making progress as seen through the agency’s Green Energy Auction Program, which resulted in a steady growth in renewable energy capacity and an increasing investor confidence in the energy transition framework.

Garin previously served as the officer-in-charge (OIC) of the DOE in May 2025 before replacing Lotilla, as the former was appointed as the Department of Environment and Natural Resources secretary.

Prior to being the OIC, she was also an undersecretary of the same agency from 2022.
