Ikinadismaya ng Commission on Human Rights (CHR) ang desisyon ni Pangulong Rodrigo Duterte na i-veto ang pagkakatatag ng Human Rights Institute (HRI) sa ilalim ng 2022 national budget.

Sa inilabas nilang pahayag, sinabi ng CHR na makatutulong sana ang pagkakatatang ng nasabing institusyon sa pagsulong ng rights education sa bansa.



Binigyang-diin ni CHR Focal Commissioner on Human Rights Promotion Karen Gomez-Dumpit na ang HRI ay isang proyektong naglalayong maisakatuparan ang   informative dissemination at information research, bagay na nakasaad sa Konstitusyon.

“The Commission on Human Rights is saddened by the news of the President’s direct veto of the item in the General Appropriations Act for 2022 which seeks to help establish the Human Rights Institute (HRI)– a flagship program of the CHR that was launched during the 2022 Human Rights Day– to better carry forward it’s mandate under the 1987 Constitution,” saad ni Gomez-Dumpit.

Sa hiwalay na pahayag, ipinahayag din ng CHR ang kanilang pagkadismaya sa pag-veto rin ng Pangulo sa budget sa panukalang programa ng Department of Transportation na Gender Restroom Program at sinabing dapat umanong suportahan ito sa pamamagitan ng pagbibigay ng sapat na resources.  


Anila, nararapat umanong kilalanin ang DOTr pangangasiwa ng gender mainstreaming  upang tuparin ang nakasaad sa Magna Carta for Women at Safe Spaces Act. 

“Efforts showing commitment to gender equality and non-discrimination deserve support through the provision of sufficient resources. The DOTr should be recognized and supported for this exemplary exercise of gender mainstreaming in the fulfilment of its update,” ayon kay Gomez-Dupit sa hiwalay na pahayag.

Dalawa lamang ang responsive gender restroom program ng DOTr at HRI sa limang budget items na na-veto ni Duterte bago mapirmahan ang national spending plan ngayong 2022.
